I'm not sure what you mean by "server's URL".  I'm assuming you're 
talking about the server's IP address or the database server's IP/host 
name (as those are the closest things to a "server URL" that are related 
to DB password).  These are set using mythtv-setup's General Settings.  
You can also set them for a frontend with mythfrontend -p.

This is not what you want.  It's only used if you're using a different 
host name for the system.  If so, you'll need to:  a) restore the 
pre-upgrade/pre-messing-around-with-partial-restore-and-change_hostname 
database backup, b) run mythconverg_restore.pl --change_hostname , c) 
run mythtv-setup to change the "this server" and/or "master server" IP 
address

No, that's not what you want.  There is never a reason to do a partial 
restore of the database unless you have a corrupt schema and/or corrupt 
data in certain tables (the ones that aren't included in the partial 
restore).
