On the Theme Chooser page, if you hit [M]enu and then select "Refresh
Downloadable Themes", it should download available themes.  But, then
again, it should be doing that automatically when you enter that page.

If it is not, that is likely a permission issue.  Make sure that whatever
user is running myth has write permission on its .mythtv directory tree.
If that user is mythtv, then:

sudo chown -R mythtv:mythtv ~mythtv/.mythtv
sudo chmod -R u+rwX ~mythtv/.mythtv

Specifically, the Theme Chooser page wants to create some files in
~/.mythtv/tmp and ~/.mythtv/cache
