Either the CableCARD is not properly paired, or the
channel is marked Copy Once, or you are in a Cisco
HE franchise, and you have the "improved" firmware
and the channel is setting CGMS flags preventing
recording.

In any case, the web interface on the Ceton card
should be able to tell you which is which.
