It is even more complicated.  This is apparently mainly
in Cisco (Scientific Atlanta) CableCARD deployments
(the spec is not Cisco specific, they were just the first)
and only with a specific (newer) firmware that only
some MSOs have deployed.  Comcast is "mostly"
Motorola (although acquired franchises stick with what
they have).

And while this particular change went through the
CableLabs process, there are now a couple of
pending requests for "clarification" due to the impacts
to non-traditional STB uses.  Since the change was
explicitly requested by the MSOs (almost certainly in
response by the content owners request for more
flexibility to control how their content is made available
(CGMS use allows a content owner to dynamically
change protections)), it is unclear if the requests will
result in changes.
