Actually, I have. You're correct, many do think of completely different
things that are included in PCI audits.
That said, some significant deficits in Target's processes are quite
apparent. There should have been a hint of those issues present during
the audit.

Yes, there are formulae just to ascertain how much one spends to protect
each aspect of one's business.
One performs a risk analysis and audits assets first to determine the
value of each aspect of the business, each system class, each network
function, determine what the exposure to risk is, the expectancy of risk
per year and determines how much one expends in mitigating those risks.
Some risk mitigation would be part of normal operations, such as
software patch management and lifecycle replacement intervals, others
must be calculated to ensure the greatest value for the expenditure and
create a value multiplier for the investment made in protection.
Again, from the Target breach example, it appears that all technologies
were in place, but in-house procedures were lacking.
The best SOP in the world is worthless if those who are supposed to
follow those procedures are ignorant of the existence or of the
importance of the procedures within the SOP manual(s).
