First movers disadvantage.  Just as with US ATSC requiring MPEG2.

The argument was that loss protection was under control, and
that the cost to retrofit the millions and millions of mag strip
readers out there (which the merchants pay for) was
going to cost billions and billions (and was an especially
onerous cost to those many small "mom-and-pop" stores in
the US).

But times are changing.  A new requirement by the big CC
issuers that will take effect in the fall of 2014 will move certain
costs to the merchants if they do not use chip and (either)
signature or pin will force the upgrades.  And the new Target
branded credit card will be chip and pin.
