I'm running an i3-4130 on the intel graphics HD4400, as far as I can 
tell it's the same as your 4600 albeit at lower clock speed.
I do have occasional minor tearing on horizontal pans, but I doubt it's 
as extreme as your issues, my partner has never noticed it and I see it 
only fairly rarely. Never noticed any visual artifacts from decoding.

I'm using OpenGL High Quality rendering, I found it to be more stable 
than vaapi in the past, although I haven't re-tried vaapi since I last 
updated drivers. I'm not sure which deinterlacer I'm using at the moment 
and can't find it in the database settings (I don't have access to 
mythbox at the moment to check in person). I usually use greedy though, 
so probably on that.

The biggest difference though is I'm using xorg-edgers drivers rather 
than 01.org
I've only just recently upgraded from mint 15 to 16 (mint's an ubuntu 
based distro). When I first installed mint 15 about 6 months ago (iirc) 
I started on the 01.org drivers and found them very unstable with lots 
of visual artifacts and even random reboots. I switched to the 
xorg-edgers ppa and disable 01.org one and never had a problem since. I 
haven't tried the 01.org drivers again since.

I didn't have a problem switching drivers, simply replacing ppa's in 
apt-get sources and reinstalling all the xserver xorg things I had on 
the system. Might be worth a try for you too.
