Tunerless backends aren't supported, so you'd have to have tuners of
some sort in the master backend.
Why not just make the "desktop/server which is a FE and is running 24/7"
into the master backend and put the tuners in it? Then the "dedicated
BE/FE where [you] have the tuners" could become a dedicated frontend
without any tuners.
