VAAPI is a hardware decoder, and setting the number of decoding thread
is ignored.
You will want to set in Appearance OpenGL as the render.

vaapi isn't nvidia
in any case, this is useless if using vdpau.
vdpau uses its own VSync, and there's nothing you can control in X
