Does the 6981 have the additional power connector? Have you connected it?
Have you tried watching TV on the second tuner in addition to scanning?
Are both DVB capture card inputs configured with an LNB in setup -
perhaps the second one isn't?

For a dual tuner card such as yours, you only need to scan for
channels once and create a single Freesat video source (unless you
deliberately want different channel availability on each satellite
input).

If you can successfully scan on the first tuner and create a Freesat
video source, you only need to connect that existing video source to
the second satellite input on the input connections page - you don't
need scan all over again on the second tuner. However, as noted above,
DVB-S/S2 inputs need to be configured with an LNB before
scanning/watching TV.
