For an OCUR device, you need 1 "tuner"(*) for each (concurrently recording)
"virutal channel"(**).  It does not matter if two (or more) virtual
channels share
the same frequency.  You still need 1 "tuner" for each (concurrently)
recording channel.

If you want to be able to (in one of your previous examples) record 4
shows at once, that is 4 "virtual channels", and you need (at least)
4 "tuners".

(*) A "tuner" in the terms the companies use it, means not just
the RF tuner, but the entire path, including decoding, filtering,
stream processing, etc.

(**) A "virtual channel" in the cable world is something like
channel 2 (NBC), channel 3 (CBS), etc.  Under the covers
there is a translation from the Cable virtual channel to a
frequency/program combination.  That translation is downloaded
to the CableCard (along the authorization to decode) in the
background.
