Shipping OCUR tuners have 1 CableCard slot (well, there is the
exception of a no longer easily available HDHR3-6CC model which
is actually two HDHR3-CC models inside a special 1U rack mounted
case so it used two CableCards).

Internally, the OCUR devices need one "tuner" (to select the
frequency and the program (PIDs in DVB terms) for each
stream to be decoded, which is selected by the virtual
channel number.  All M-Card CableCards have the capability
to decode up to 6 streams.  Some vendors (to meet price
points and due to hardware limitations) have chosen to ship
devices with a different number of tuners.

So, if you wanted 18 tuners, you would need to get 3 Ceton
6-tuner devices, or 6 HDHR 3-tuner devices, or some other
combination, and rent from Comcast the appropriate number
of CableCards.
