Daryl, just having a stab in the dark here but there is a setting in mythtv-setup that defaults to disabled that gets mythtv to release the tuners when not otherwise in use. This (I think) is used to prevent other programs grabbing them at inappropriate times. No idea if that setting applies to these cards / tuners or not.

For me it is Capture Cards / select card / Recording Options / Open DVB card on demand.

Easy way to test I guess would be to stop the backend then try VLC again.
