Actually, that message is "normal" with the HDHR due to the
way the OCUR (CableCARD) device support was added on.
It is just a red herring in most cases.

I suspect that this is a truncated log, and is missing some
other information before this that might be relevant.

Note that (in particular) with OCUR (CableCARD) devices,
it can take some time for tuning to complete (and data
to become available), especially in cable plants which
require a tuning adapter, and/or the signal quality (Cable
or OTA) is poor (or variable due to outside interference
such as plant leakage, or use of LTE phones or pico cells
or reportedly even some WiFi base stations sitting near
the HDHR).
