In the absence of any knowledgeable responses I'll speculate that this is  
related to https://code.mythtv.org/trac/ticket/6974

There's been numerous improvements to playback-end for various reasons but  
no mention of skip, so my *guess* would be either that skip is not getting  
close enough to the end or, most likely, the 2 secs is merely the playback  
'drain'. If so, maybe there's a case for skip-to-end to short-circuit the  
drain if the recording isn't in progress.
