After running a few tests I've found that the TVWish recording requests 
do get scheduled, but only if the backend is restarted between when the 
request is made and when the broadcast occurs (i.e. if a recording 
request is made for an upcoming broadcast and the backend is not 
restarted then the tuner will remain idle during the broadcast).  I can 
live with this since my backend sees frequent shutdown and ACPI wake 
cycles.  Thanks for your confirmations that you've had success with 
TVWish and 0.27.

Here's what happens when tvwish is run with one new match found in the 
listings:
