Sorry I don't know any specifics about the device, but did you try
unloading the module and then reloading it manual with modprobe lirc_zilog
tx_only=1 (in other words, passing the parameter directly on the command
line). If that works, then you need to focus on why the automatically
loaded module is not picking up that parameter.
