Someone used the HTTP Live Streaming interface to watch a recording.

Not sure.  They should expire on their own.

They're in the backend's home/config directory. MythTV has always used 
that location for assorted scratch space. Having several hundred MB of 
pre-scaled images in the themecache is not uncommon.

They are referenced in the database. I don't know off hand if the HLS 
server will clean up after itself if the transcoded segments go missing.
