The current XMLTV DTD is here:

http://xmltv.cvs.sourceforge.net/viewvc/xmltv/xmltv/xmltv.dtd?view=markup

This is what you want to use if you're writing/managing an XMLTV
grabber, even if it's not in the core XMLTV distribution.
