I am not entirely surprised that tuner modules are not well
tested for a distribution targeted to enterprises.

If you have a real RH licensed system you should open
a ticket.  Of course, as you suggest, it might just be an
issue with a derivative distribution configuration or build
("work-a-likes" have occasionally had issues).
