I don’t think you will get your wish, unfortunately.
I’ve seen a fair bit of h265 testing going on, primarily for “4k” but there’s some small interest outside of that. I haven’t heard a single comment, not a squeak about anything else being considered much less tested. The more critical people can often be heard commenting that h264 can do all that h265 is currently being tested with, it has development still to go and certainly current h265 encoders aren’t really any better than a good h264 encoder.

I’d try but there is zero traction in the TV industry, IBC is coming soon (big European TV Trade show) I’ll keep my eyes and ears open but I expect to see h265 and 4k trumpeted from every stand and not a mention of VP9 or any other alternative.
I remember a few years ago Microsoft had a stand promoting VC1, it got some use on some Blurays and HD DVDs but I haven’t seen it in years and it was fairly universally hated. The only question I heard asked on the stand was is it better than mpeg4, the answer was “it’s nearly as good” but the demos didn’t demonstrate that. I believe there was a standard agreed such that it could be used in transmission, it’s not so different from a bluray after all but I’ve never ever seen an encoder or heard of one being used.
H265 is being developed for the industry by the industry so until the conventional broadcast TV industry falls I don’t think there will be any much alternative.
