Neither is better than the other.

The HDHR is significantly cheaper per tuner, both in initial outlay,
recurring rental costs, and electricity costs.  It produces files that
have no quality loss due to digital -> analog -> digital conversion.
It does not lose closed captions during the recording, and does not
require setting up an independent channel changing process.

The HDPVR can record anything you can view via analog STB output,
which includes copy once content, and produces a smaller file on disk
(MPEG4) with little to no perceptible quality loss from the originally
broadcast (MPEG2) digital stream.

It's like asking which is better, a sedan or a pick up truck?
