If the tuner is locking, then it sounds like you've got firmware and a
valid signal.  Probably something unusual about the metadata being
sent which is causing the channel scanners to not see the channel (but
which your televisions happen to properly parse).  ClearQAM generally
doesn't conform to any real specifications with regards to how the
stream information is sent (since cable boxes rely on OOB data to know
where to find the appropriate audio/video PIDs).

I would find a specific channel that you *know* has ClearQAM (most TVs
have some info or diagnostic menu that tells you what it's tuned to),
and then run "azap" to that specific frequency.  On a cable plant
you're likely to get signal lock on 90% of the channels (you'll get a
lock on all the encrypted channels), and you want to be sure the
actual channel you care about is one you're getting a lock on.  Then
azap to that channel and see what dvbtraffic says.  Assuming you
confirm data is arriving on the PIDs and that they're really ClearQAM,
then you can do a sample recording of the entire mux with a tool like
"test_dvr" which would allow a developer to review why the channel
scanner isn't finding the ClearQAM channel.
