To clarify: "apt-get upgrade" will /upgrade/ existing files in your system to 
the latest version. What it won't do is install new files. It would appear that 
certain files in 0.27 depend on others which aren't present on your system.

(So while you may already have an upgradeable mythtv-frontend, for example, the 
newer version perhaps depends on a library you don't have.)

It would seem that apt-get tells you about those files and then upgrades those 
it can deal with. The rest, as has been mentioned above, can be installed by 
using "apt-get dist-upgrade".
