It is a virtual memory size.  Not necessarily the used size.
MythTV is a heavily threaded application (which increases
the (virtual) memory allocation usage).  Last I looked,
the virtual memory size was over 5GB, but the actual
use was more like 256M.  Obviously this all depends on
what you are doing at a time.

You may want to utilize cgroups to limit particular
applications that are broken, rather than using a broad
brush at the system level.
