It's not YouTube that decided to enable/disable it.  It's Adobe's Flash 
developers who decided that the site, itself, must enable Stage Video.  
This is the case *because* enabling Stage Video (which includes hardware 
acceleration) disables some features of Flash (i.e. much of the "put ads 
on top of the video" stuff).  Therefore, the site has to specifically 
enable Stage Video if it decides that it doesn't need the features that 
will be unavailable.

If you won't believe me, read the Flash developer manuals on Stage Video.

Note, though, that I'm not saying the site can override a user's 
disabling hardware accel--only that *both* the plugin and the site 
(actually, the specific video object on the site) must have it enabled 
for it to work.
