That means not specified.  If it was
specified (and was copy-freely), it
would be "unrestricted" (and if the
cci was specifed as "unrestricted",
the CGMS value would show as "n/a",
since it does not apply).

Comcast is encoding things wrong
in your franchise.  Escalate(*).

The only other cases where I have
seen Comcast accidentally/deliberately
specify "none" was OTA channels (which
caused some problems due to ATSC
flags turning into CGMS values, also
broken).

consuming activity, unless you happen
to get in touch with "the right people"
early in the game, which is usually
unlikely.  But it will be for the best (for
you, and others in your franchise).
Probably need to start on a weekday
(because while there are always people
working on the weekends, the engineers
that need to correct this are usually upper
tier, and config changes need approval,
and this tends to take "day shift").
