Personally, I avoid video cards with fans if I can help it.  If you
have room in your case (an open slot next to the pci express slot) I'd
recommend getting a card with a larger heat sink and no fan.

This one, for example:

which is nearly the same as the one you mentioned in terms of price
and performance, but is passively cooled.  (Unless, for some reason,
you really need 2 DVI ports.)
