I'm sure it does.  Not having moved to digital tuners yet, though,
that answer is insufficiently informative for me.  The vector sum of
the other responses appears to be "no, you won't need an STB if you have
a CC capable tuner of some type, and *maybe* not even that for WOW, 
depending on which way they decide to jump."
