I presume you are talking about what are called E-DTAs
(which one can request instead of another device).  It,
essentially, is usable only with the newest Boxee device(*)
(removed from the market with the sale of Boxee to
Samsung), although in theory anyone could create an
equivalent device (however, it uses DTCP-IP for transport
of the content, for which only a DRM certified solution
can get the needed keys, making such a solution mostly
uninteresting for open source users).

(*) Boxee was (probably the largest/biggest company)
against allowing the encryption of all content, mostly
because it would have eliminated their entire business
model (of course, they couched the entire argument
in terms of fighting for the consumer, but it was really
all about them).  The solution agreed to by the MSOs
(the E-DTA) and codified in the FCC rules only really
helped Boxee, not so much the consumer.
