In all reasonable jurisdictions, it is not "up to code" to
use your plumbing as ground (as Joe says, it is not at
all uncommon in some locations to find that the water
supply intake pipe (which is likely coming from the
street through a lot of "ground")) is used as a ground
rod), but household plumbing is not rated for grounding
purposes.  And because one wants a "common ground",
it is best (although, admittedly sometimes painful) to
run a bare copper wire from your common ground point
near the electrical panel.
