But it does seem to be the flag that's toggled by allow/disable updates in the video/info menu.   Looking at my own d/b I identified a number of videos that had progess=0 because they were named incorrectly.  Fixing the video filenames and doing the move-scan-move-scan shuffle fixed all the ones that had a tvdb entry, and left their progress flaag at , so I think it's in the spirit of what the OP asked.   Apologies if I've misunderstood this.
