Depending on your definition of "best picture quality" a
GT520 (or a GT610, which is the same GPU in different
labeling) is bench marked as not capable of doing
Advanced 2x de-interlacing with high bit-rate content in
60Hz countries without visible artifacts (your ability to
detect and be annoyed by the artifacts will vary).
