Debian is well outside my area of expertise (well it all is but let's not worry about that yet) but my order for running the myth programs (and getting them 'sorted') is always mythtv-setup then mythbackend then mythfrontend.

It seems like mythtv-setup is not happy with the tuners, my first step would be to delete all the capture cards and video sources in mythtv-setup and then add the capture cards back in checking the configuration on each one. Once that's sorted do the video source and channel editor, then double check the storage groups then try to move onto mythbackend again.

I don't think mythfrontend will tell you anything much useful until mythbackend is up and running stable.
