Big correction: VDPAU works!!! It turns out I was missing a crucial shared 
library (libvdpau_r600.so) that ships with Fedora's mesa-vdpau-drivers 
RPM. With that library installed, playback with the VDPAU High Quality 
profile looks just as good as the High Quality profile but with lower CPU 
usage. Not too shabby for an open-source video driver!
