I don't know.  It sounds kludgey and fragile to me.  You could
probably get it to work if you put enough time into it, but if it were
me I'd likely just re-subscribe to cable/dish/whatever.  Maybe even
Aereo.

If you do want to continue with this, I'd take a look at Remoku and
see what you could do starting with that.

It should be a lot easier than using an IR blaster.
