His problem is almost certainly that he is picking up transmissions from more 
than one direction; the last in the scan being a weaker, more distant transmitter.

Each transmitter should give you six multiplexes. Five of these are SD and the 
last is HD. If your transport table shows more than this you have conflicting 
services. Use the instructions in the other reply to your post to find the one 
you should be using.
