We want to get away from having a setting for every little feature like this.
Some might like scrolling but not some other feature.

I think that my idea of a type of overlay theme would help solve this.
Basically, you could create a 'blue-abstract-nassus' theme which would
inherit from blue-abstract'.  The only requirement of this
'blue-abstract-nassus' theme would be that it required a themeinfo.xml
saying which theme it inherited from.  From there, you could override
any .xml file or image within your theme directory.  Long-term, you might
even be able to override any particular element of the theme without
having to copy over a full .xml file and edit it.

People wanting to use your tweaks to blue-abstract could download your
version via the Theme Chooser, and the main blue-abstract theme would
be installed as well as a dependency.

Now I just need to complete the other higher priority things on my TODO
list so I can take another look at adding this ability.
