Some thoughts, in no particular order.

Are you sure that the USB port on your new server works at all?
Have you plugged in a USB Flash Memory stick and used it
successfully on that port?  Have you tried another port (USB3.0
ports can sometimes produce interesting issues, try a known
good USB 2.0 port).  Check the BIOS settings for the USB
ports.  They can force some ports into low-speed mode (12Mb/s).
If this is a new motherboard, be sure to get the latest BIOS
from the manufacturer.  In particular, USB3.0 ports have had
issues with the earliest BIOSs on even Intel Motherboards
(who you would think would have gotten it right).  Are you
sure that /dev/video0 is the right device?  Does it go away
when you remove the HD-PVR, and get created when you
plug it in?  If there is already a device taking /dev/video0
when you plug in your HD-PVR, the HD-PVR could end up
as /dev/video1 (if this is a device naming issue, go look
at the wiki for udev rules for persistent names).
