This was discussed on this list (and other lists) previously.  One

I seem to recall that the discussions on some of the other
(non-MythTV centric lists) were more complete.

This was the expected result of the proposed rule making
exercise after all the (major) parties came to an agreement
on the technical issues, and the numbers (from existing
waiver experience) tended to support the overall conclusions.

As I said in the previous thread, the community that
participates in this particular list is (clearly) self-selected,
and is much more likely to be in the (few, but vocal)
impacted group.

As for roll-out, first the MSOs will have to get the reference
designs into production for their cost optimized E-DTA box
that will support the boxees (and some others).  Ignoring the
pilot market test, the roll-outs are likely to be prioritized on
those locations where it is perceived to have a higher than
average "theft of service" issue, which in the US tends to be
in high-density/highly-transient areas.  If you live in those
areas, you are more likely to be impacted sooner rather than
later.

I have not yet found the CableLabs documents on E-DTA
devices, but I would not be surprised to find out that they
essentially look like OCUR devices (since that spec is
already agreed to).  That (which is complete conjecture)
would lead to some interesting results.
