Because the only good reason to partition something is because you're 
going to run significantly different filesystems optimized for specific 
tasks.  Doing it for any other reason is something better performed by a 
single filesystem and quotas.  If he has a lot of custom development in 
his frontend, he probably has sufficient understanding of programming to 
figure out how to apply the two line patch in 10d562420 against 0.21, 
and recompile.
