That *was* as root. But that doesn't matter it was all my stupidity. 
(Lots of that under the grey hair!)

I turned on the network control socket in the frontend *BUT DID NOT 
RESTART THE FRONTEND*. So it was effectively OFF, even though the 
settings table had it ON.

Good thing I wasn't paying me by the hour to fix the problem.

And it now works fine.
