Not necessary, EIT is turned on/off either for a card (in card
setup), or by channel (tickboxes in the channel editor)

Can't help with that, it's a while since I set it up and vaguely
recall a similar problem - though I did get it working.

That's a known problem where you can pick up transmissions from two
(or more) transmitters. The first set of channels will get their own
numbers, the duplicates will end up around 800 onwards (in most set
top boxes). Since most devices scan bottom up through the spectrum,
and (at least round here) the local repeaters are generally at lower
frequencies than the main transmitter, you often end up with the
better signals up on 800+.

For a set top box, the advice is to unplug the antenna lead while it
is scanning past the frequencies you don't want.

Best thing is to consult one of the guides that lists the multiplexes
you can get, and just scan one specific frequency.
So, delete all channels and delete all transports. Now do a scan but
only for one frequency on the transmitter that gives you the best
signal. That should give your the channels on that frequency.
You can either repeat that for each mux, or after scanning the first,
you should find that the other transports (muxes) have been picked up
- and you can now "scan all transports" to pick up the rest.
