The error is:
D:\Downloads\mythtv-test\mythtv-windows-x86-v0.25-beta-28-gf1937ea.tar.bz2.tar.bz2.tar\mythtv-windows-x86-v0.25-beta-28-gf1937ea-tar-bz2-tar-bz2\bin\libmythavutil-50.dll
is either not designed to run on Windows or it contains an error. Try
installing the program again using the original installation media or
contact your system administrator or the software vendor for support.

This same error appeared on two different Windows 7 systems and with
two separate downloads of the files.  I'm happy to help you test
builds.
