That contains:

0x0200 MPEG-2 Video for program 1
0x0c08 ISO/IEC 13818-1 private_sections for program 1
0x0c09 ISO/IEC 13818-1 private_sections for program 1
0x0905 ISO/IEC 13818-1 private_sections for program 1
0x0280 MPEG-2 Audio for program 1
0x0902 ISO/IEC 13818-1 private_sections for program 1
0x0906 ISO/IEC 13818-1 private_sections for program 1
0x0240 Teletext/VBI for program 1
0x1ffe MPEG-2 PCR for program 1
0x0404 ISO/IEC 13818-1 private_sections for program 1

And playing it in VLC and enabling the subtitles does indeed show
subtitles (from PID 0x0240 I suppose).

Double checking your withsubs file

It's something to do with the playback engine rather than the record.
