I have to say this sounds extremely suspect to me. The fact that wget
(I think that's what is being called) is failing to retrieve should
indicate a bigger problem.

Trevor, you mentioned this was a new machine. Reseat your memory. In
the 7+ years of running Mythtv I have never had to mess with barriers,
and due credit to Michael for saying you shouldn't run with the change
unless you absolutely have to.
I normally don't run ext4 but the current install of my system (for
testing ZFS) has ext4 for everything except the ZFS pool, running under
Ubuntu. Completely stock otherwise and not missing a beat on a single
7200 RPM Seagate drive for OS + Mythtv (admittedly I have 16GB of RAM,
but I'm also running two VMs chewing 8+ GB of that).
