it depends. If the format of the streams is similar to a tv channel
(same group/port for a continuous stream of programmes) and the encoding
is similar to tv, maybe its a mpeg transport stream with PAT/PMT
already, then you can just collect the announcements and generate a M3U
playlist to feed to the iptv recorder directly.

If its a continuous stream but another format you can convert via VLC
like this:

This setup joins and leaves streaming radio stations on demand and
wraps them into rtsp/rtp/mpegts.


If its dynamic groups, one per programme (like announced video
conferences), it gets a bit harder :)


In all cases you'll need some form of guide data, preferably wrapped up
in a xmltv grabber.
