My experience with the LeadTek cards (I have had two different models)
is that they are inferior to both the ASUS and AverMedia devices that I
currently use.
Each time the Coax is split, signal quality is reduced. You could try
plugging the Tuner card directly into the wall socket (without the
splitter) and try tuning that way, (or check your tv plugged directly
into the wall)

Jaycar sell a DTV Signal Meter
http://www.jaycar.com.au/productView.asp?ID=LT3332, but I would be more
inclined to go straight for
http://www.jaycar.com.au/productView.asp?ID=LT3255 if you have access to
the aerial, otherwise http://www.jaycar.com.au/productView.asp?ID=LT3287
