Hi Greg;

I didn't want to keep a conversation going on ticket 9840, and
I'm an *buntu user, so the .conf file you referenced under
/etc/sysctl.d doesn't tell me what I need.

If sysctl -a 2>/dev/null | grep bindv6only doesn't work in your
distribution, then could you please try:

  cat /proc/sys/net/ipv6/bindv6only

If it turns out to = 1, I can provide some more information.

(and my motive for this is updating the 'Enable IPv6' Wiki,
  which makes specific mention of this issue for IPv4 users.)
