Yes, that's possible since it seems less than 20% of your recording 
space is expirable.

Because selection of file system to use for recording is unrelated to 
expiration order.  It's chosen by your configured Storage Group Disk 
Scheduler:

Your theory sounds likes a very plausible one.  You may need to shuffle 
around your files (you can move them to any directory/file system as 
long as the file is still accessible by the recording host) or just 
delete some old stuff you want deleted.

Note that you /can/ go into Information Center|System Status, then 
scroll down to AutoExpire List, and go through it (it will be listed in 
order based on the auto-expire priority you've specified) and hit SELECT 
on any shows you're willing to lose to make room for new shows and 
select "Delete Now".  However, if none of the expirable shows are on the 
file systems that are full, you'll then have to move some of the 
recordings from those file systems onto the ones from which you just 
cleared some shows.
